In 1893, the this city was created by Thomas Malaney, though at that time it was named “Ocean Park”, it was situated directly opposite the river from Woods. Then there was a flood in 1894, which made Thomas Malanwy and the town move southward to a higher ground to prevent future floods.

In 1909, the town was named Pacific City, so as to have a proper distinction with the Ocean Park in Washington.
